I see. I believe some sea faring dragons and the like were enlisted to help in the efforts during that war as well. But, ah, well they aren't mentioned in normal human history books. Magic schools however...they're something of heroes.

Perhaps it's a special passport or-or visa that they carry with them. Tracking spells shouldn't be hard to use for a country that's able to do that.
